More than 1/3 of our patients pay nothing out of pocket for their birth control, STI testing and treatment, life-saving cancer screenings, and other services at Planned Parenthood of the Pacific Southwest thanks to a state-run program called Family PACT. Last year at Planned Parenthood of the Pacific Southwest, 40,000+ patients qualified for this program.

One of the many benefits of FPACT is that it allows young people to access confidential health care without needing to worry about how to pay for services.

“I used FPACT before I was 18 and I was on my parents’ insurance, so my care was confidential,” Aysia said, a Planned Parenthood patient.

Family PACT covers the following services:

  • Various birth control methods, including long-acting reversible contraceptives, emergency contraception, and permanent birth control
  • Family planning counseling and education
  • Sexually transmitted infection testing & treatment
  • HIV testing
  • Cervical cancer screening
  • Limited fertility services

Family PACT does not cover:

  • Emergency room visits, in-patient services or services for pregnant women. Coverage for these services may be available through Medi-Cal.
  • You may be able to receive breast health services through Every Woman Counts.
  • Health care needs not related to family planning. You may be eligible for other health coverage through Covered California.

To qualify for Family PACT, you must live in California, meet the income and family-size requirement, have no other health care plan that covers your family planning needs, and be able to become pregnant or cause pregnancy. Not a U.S citizen or legal resident? You still qualify for Family PACT.

Family PACT is also available for those who are unable to use their Medi-Cal or commercial insurance because they are concerned about a partner, spouse, or parent learning about their family planning services and/or have an unmet share of cost.

Some patients may need to protect their privacy when receiving care: FPACT ensures the confidentiality of services provided and does not disclose patient information without written permission unless required by law to do so.

Once you become a Family PACT client, you will get a Health Access Programs (HAP) card. The HAP card is a teal blue card that represents Family PACT enrollment.

The teal card helps patients access essential reproductive and sexual health care, but it is not health insurance. 

If your HAP card is no longer active, no need to worry! Planned Parenthood can help you reactivate it. Your HAP card can be used at any California Planned Parenthood location or any other Family PACT-approved provider.
