Washington, DC – Planned Parenthood of Metropolitan Washington, DC (PPMW) appointed Dr. Serina Floyd, MD MSPH FACOG as the organization’s Chief Medical Officer. Dr. Floyd is a board-certified obstetrician-gynecologist and has served as PPMW’s Vice President of Medical Affairs and Medical Director for six years. She completed her residency training in Obstetrics and Gynecology at Duke University Medical Center. She holds an MSPH in Maternal and Child Health from the School of Public Health at the University of North Carolina at Chapel Hill where she completed a dual degree program receiving both her MD degree and MSPH in Public Health with a focus on Maternal and Child Health.  She is currently the Chair of the American College of Obstetricians and Gynecologists (ACOG) Committee on Health Care for Underserved Women and Chair of the National Medical Committee of Planned Parenthood Federation of America (PPFA). She is also an Associate Fellow of the Society of Family Planning and has done work to improve maternal and infant health in Haiti and Ghana.

“We are thrilled to announce Dr. Serina Floyd’s appointment to Chief Medical Officer for Planned Parenthood of Metropolitan Washington, DC. Throughout her career, Dr. Floyd has been a fierce advocate for reproductive rights and health equity for marginalized communities. She has demonstrated a commitment to providing high-quality, compassionate health care to our patients,” says Dr. Laura Meyers, CEO of PPMW. “Dr. Floyd has guided us through the most difficult times in our organization’s history, which included the COVID-19 pandemic and the overturning of Roe v. Wade. With her leadership, PPMW has kept our doors open and expanded our scope of practice to include primary care and additional family planning options such as vasectomy and at-home medication abortion. Dr. Floyd’s demonstrated ability as a successful leader and health care provider makes her the right person to push PPMW forward to provide more patients with the health care they need to make the best decisions for their bodies, futures, and personal well-being.”

As the Chief Medical Officer for PPMW, Dr. Floyd will provide leadership and direction for all medical programs and ensure that the organization’s health centers comply with PPFA and PPMW’s high medical and surgical standards. She will provide direction in administration, clinical practice and development of medical services, quality assurance, training, oversight, and strategic planning for service expansion at all three PPMW health centers in DC, Gaithersburg, and Suitland, with plans to open more health centers in the region.

Dr. Floyd is a respected advocate for reproductive rights in DC, Maryland, and Virginia. During her time with PPMW, she has testified and provided comments for numerous pieces of legislation that work to protect and expand access to reproductive health care, including abortion. Recent testimony has supported bills to provide protections to patients seeking abortion care and providers providing abortion care, increased insurance coverage for reproductive health care services, and increased maternal health care resources. Her testimony has helped pass legislation such as the Strengthening Reproductive Health Protections Amendment Act in Washington, DC, which prohibits the District’s government from interfering with a person's reproductive health care decisions, and from imposing punishments or penalties for a self-managed abortion, miscarriage, or adverse pregnancy outcomes. This bill also prohibits employment discrimination against health care professionals willing to provide abortion or sterilization procedures.

Dr. Floyd previously served as the Associate Residency Program Director and as an OB/GYN Hospitalist for Inova Fairfax Medical Campus while serving on faculty at both George Washington and Virginia Commonwealth Universities. During this time, she also served as a Planned Parenthood provider in Falls Church until 2016, when she assumed her role as VP of Medical Affairs and Medical Director for PPMW.
