NEW YORK — It has been reported that the Trump-Pence Administration will be imposing new rules on the Title X federal family planning program that are designed to make it impossible for patients to get birth control or preventive care from reproductive health care providers like Planned Parenthood and others that provide the full range of sexual and reproductive health care. Title X is the nation’s family planning program that provides affordable birth control, STD testing and treatment and other preventive care. Four million people currently benefit from Title X funding.

The reported new rules will do three things:

  1. Prevent doctors, nurses, hospitals, and community health centers across the country from referring their patients for safe, legal abortion.

  2. Remove the guarantee that patients get full and accurate information about their health care from their doctor. For nearly two decades, Title X law has been clear: Health care providers cannot withhold information from patients about their pregnancy options. This rule means they can.

  3. Impose new rules that are designed to make it impossible for patients to get birth control or preventive reproductive health care from organizations like Planned Parenthood that provide abortion care.

“This is another attempt by extreme politicians to  practice medicine without a license. In New York City, more than 150,000 individuals rely on the federal family planning program for birth control, cancer screenings, and other preventive care and would be impacted by this draconian rule.

Simply put, the Trump-Pence Administration is attempting to take away access to sexual and reproductive health care from millions of people, period. Under the proposed rule, patients who go to a provider that receives federal dollars through Title X will not get the complete and medically accurate health care they need.

Everyone has the right to access full and truthful information about their health care — including, information about safe, legal abortion, and deserve the best medical care and information, regardless of who you are, where you live, or how much money you make.

“This ‘gag rule’ is a threat to women’s health and self-determination. Infringing on a woman’s right to medically accurate and unbiased health information deprives her of the ability to make personal health care decisions.

We will always need access to safe, accessible, legal abortion as a health care service. This rule is not only an attack on women’s health, but also an affront to decades of progress in women’s struggle for reproductive justice and  equality.”

Under this rule, if a woman is pregnant and wants or needs an abortion, her provider will be prohibited from telling her where she can go to get one. Or if a woman’s pregnancy would severely affect her health — for example, she discovers that she’s pregnant after being diagnosed with cancer — her health care provider could refuse to tell her that abortion is even an option.

In 2015, 91 percent of people served under Title X throughout New York State were women, and 60 percent had incomes at or below the federal poverty line. More than half of the people who rely on the Title X program nationwide are people of color: 21 percent of all Title X clients identify as Black or African American, and 32 percent identify as Hispanic or Latino. Twenty-two NYC health care providers receive Title X funding, including Planned Parenthood of New York City, 10 NYC Health + Hospital sites, and other community-based providers.

Today, the U.S. is at a 30-year low for unintended pregnancies and an all-time low for pregnancies among teenagers. Yet, after taking office, President Donald Trump and Vice President Mike Pence have pushed policy after policy to take away basic rights and health care, including access to birth control. Planned Parenthood will not stand by and allow them to undo the progress we have made.
