NEW YORK - Today, Planned Parenthood of New York City, Planned Parenthood Empire State Acts and partners held a rally at City Hall Park outside the Department of Health and Human Services building calling on lawmakers to oppose the Trump-Pence Administration’s domestic gag rule.

Speakers included Lieutenant Governor Kathy Hochul, Mayor Bill de Blasio, First Lady Chirlane McCray, Comptroller Scott Stringer, Speaker Corey Johnson, Majority Leader Laurie Cumbo, Health Commissioner Dr. Mary Bassett, PPNYC Chief of External Affairs Christina Chang, and several PPNYC patients and Title X providers. More than 500 attended the rally.

“This is one of the worst attacks we’ve seen by extreme politicians attempting to practice medicine without a license. A president who doesn’t know the difference between HPV and HIV should not be making reproductive health decisions for millions of Americans. In New York City, more than 150,000 individuals rely on the federal family planning program for birth control, cancer screenings, and other preventive care and would be impacted by this draconian rule.

Simply put, the Trump-Pence Administration is attempting to take away access to sexual and reproductive health care from millions of people, period. Under the proposed rule, patients who go to a provider that receives federal dollars through Title X will not get the complete and medically accurate health care they need.

Everyone has the right to access full and truthful information about their health care — including, information about safe, legal abortion, and deserve the best medical care and information, regardless of who you are, where you live, or how much money you make.

PPNYC will stop never providing comprehensive, medically accurate health care for all of our patients.”

"The Trump-Pence administration's latest attempt to control women’s lives by controlling our health care replaces sound medicine with an ideology that refuses to trust women and their medical providers. Inserting the federal government into the exam room prevents women from receiving the essential health care they require, from contraception to abortion."

Trump’s nationwide gag rule, released Tuesday night, makes it illegal for doctors, nurses, hospitals, community health centers, and any other provider in the Title X program to tell patients how they can safely and legally access abortion. It would also introduce new rules designed to make it impossible for millions of patients to access birth control and other preventive services at Planned Parenthood health centers across the country.

In New York State, Planned Parenthood provides care for more 52% of Title X patients. In 2015, 91 percent of people served under Title X throughout New York State were women, and 60 percent had incomes at or below the federal poverty line. Twenty-two NYC health care providers receive Title X funding, including Planned Parenthood of New York City, 10 NYC Health + Hospital sites, and other community-based providers.

More than half of the people who rely on the Title X program nationwide are people of color: 21 percent of all Title X clients identify as Black or African American, and 32 percent identify as Hispanic or Latino.

This rule has been met with widespread opposition. New polling from Hart Research Associates shows overwhelming opposition to the Trump-Pence administration’s efforts to take away women’s basic rights and health care. Across the country, 73 percent of Americans oppose Administration actions like the domestic gag rule and almost seven in 10 Americans strongly disapprove of the Trump-Pence administration’s agenda to take away women’s basic health, rights, and freedoms.

This is opposed by the medical community, lawmakers and public health experts. Major medical associations, like the American Medical Association, American College of Obstetricians and Gynecologists, the American College of Physicians, and others oppose this rule. When a similar version of this rule was introduced in the 1980s, it was met with tremendous outcry and opposition from the medical community. More than 200 members of Congress (Senate letter and House letter) and over 110 public health organizations have come out in opposition to a gag policy.
