Hempstead, NY — Despite the mass outcry from the medical community and the American people, today the Trump-Pence administration released a final “Gag Rule” that prohibits providers like Planned Parenthood of Nassau County (PPNC), who receive Title X family planning funding, from discussing or referring patients for abortion services… let alone providing abortion care — even though these funds are never used for abortion services in accordance with the law. Simply put, the new rule would “gag” health care providers from telling patients all of their medical and legal options. This is both morally and medically unethical. And because PPNC would never withhold critical information from our patients, we would have to stop accepting Title X funds.


Statement from JoAnn D. Smith, President & CEO, Planned Parenthood of Nassau County:

“Across New York State, Planned Parenthood serves 52% of all people who use Title X (and more than 12,500 people right here in Nassau County) to access birth control, cancer screenings and STI testing and treatment. By forcing us to withdraw from the Title X program, these same patients ― all of whom have low incomes and most of whom are women and people of color ― will go without critical and life-saving preventive services.

And, because Title X funds are never used to underwrite abortion services, it is evident that the “Gag Rule” is another outrageous tactic to perpetuate abortion stigma and block patients from accessing care at Planned Parenthood.

“Here at PPNC, we are committed to ethical patient care, and refuse to withhold critical information from our patients. With our sister affiliates, we are reviewing the Title X changes closely, and will work closely with our state leadership to ensure that New Yorkers have access to quality, affordable health care — no matter what.”


Fast Facts About NYS and Title X:

  • In 2017, over 310,000 New Yorkers received services through the Title X. 41% of Planned Parenthood patients statewide have incomes that are below 100% of the federal poverty level and 65% are below 200% of the federal poverty level.
  • Planned Parenthood health centers see 52% percent of Title X patients in New York State. In 2018, PPNC saw 12,500 Title X patients. And, in 2018, Planned Parenthood was the sole Title X provider in *24 counties in New York State.
