Dianne Luby bids farewell after 13 years of leadership

BOSTON—Planned Parenthood League of Massachusetts (PPLM) President and CEO Dianne Luby will step down on December 31, 2012 after serving at the helm of the state’s largest sexual and reproductive health care provider and advocate for the last thirteen years. Luby will also leave her post as President of the Planned Parenthood Advocacy Fund of Massachusetts, PPLM’s 501(c)(4) civic and political sister organization.

“When Dianne first arrived at PPLM, she set an agenda that positioned PPLM as an essential health care provider and sought to improve access to sexual and reproductive health care in Massachusetts,” said Nonnie S. Burnes, Chair of the PPLM Board of Directors. “She has invested heavily in health care and led innovative advancements in education that have transformed PPLM into a noted leader in the sexual health field.”

Kathryn Burton, Planned Parenthood Advocacy Fund Board Chair, said, “This year, women’s health care access was on the ballot – in Massachusetts and across the country – and Dianne’s leadership was crucial to our role in electing women’s health champions to elected office in Massachusetts. On the national level, Senator-elect Elizabeth Warren and Congressman-elect Joe Kennedy III are steadfast champions for women’s health. In Massachusetts, we have regained a majority at the State House and Senate who will support our initiatives for healthy families and women. Our work in the months and years to come will be building on this success to advance pro-women’s health policies.”

During her tenure at Planned Parenthood, Luby has been a pioneer in the field of health care delivery and advocacy, spearheading a major public awareness initiative designed to change the public conversations around sexual health.  She has led PPLM in a number of strategic initiatives to expand access to health care, particularly for underserved communities, and to introduce a new approach to comprehensive sexuality education that is now in 136 schools and educating over 36,000 middle and high-school students. .  Luby developed and executed a strategic vision that cemented PPLM’s role as a state and national leader on the critical issues of sexual health.

“Thirteen years ago, my overarching vision was to make PPLM an essential part of the mainstream healthcare community and I am so pleased about how far we’ve come,” said Luby. “PPLM has always been focused on our role as a health care provider and will continue to fulfill our mission by caring for even more people in the months and years ahead.”

Under Dianne’s leadership, some of PPLM’s most notable accomplishments include:

  • Opened five new health centers in Springfield, Fitchburg, Marlborough, Milford, and Somerville and built a new, eco-friendly facility in Worcester.
  • Developed a comprehensive sexuality education curriculum for middle schools and high schools that is now in 136 schools and reaching over 36,000 students. Wellesley Centers for Women is conducting a rigorous five-year evaluation of the middle school program’s effectiveness with very positive early results.
  • Launched two new parent education programs, Let’s Be Honest and Seamos Honestos, that empower parents to be the primary sexuality educators of their children.
  • Established a joint family planning fellowship with Brigham and Women’s Hospital. The program, located at PPLM’s Boston health center, has achieved national recognition for its research on women’s sexual health.
  • Fully implemented Electronic Health Records at all seven PPLM health centers.
  • Successfully advocated, as part of a statewide coalition, for a 2002 law requiring insurance companies to cover contraceptives at the same rate as other prescriptions and, in 2011, for expedited partner therapy, which allows individuals whose partners have been diagnosed with a sexually transmitted disease access to streamlined preventive care.

Luby became CEO of PPLM in 1999. Prior to joining PPLM, Luby was the Director of Public Health for the State of New Hampshire, founding Director of Manet Community Health Center in Quincy, and held senior management positions at major health care organizations in California, Pennsylvania, and Tennessee.

A search committee formed by the PPLM board and chaired by PPLM board member Roberta Herman, COO of Harvard Pilgrim Health Care, has been working with a search firm to recruit the next CEO. Nonnie S. Burnes, current board Chair, has been selected to serve as Interim CEO starting in January. Like Luby, Burnes has extensive experience advocating for women’s health. She previously served on the PPLM Board of Directors from 1985-1996 until she began serving as a judge of the Superior Court in Massachusetts. In 2007, Governor Deval Patrick named Burnes to head the Massachusetts Division of Insurance, and she also participated in health reform implementation in Massachusetts.

“Dianne’s leadership will certainly be missed – she is leaving big shoes to fill,” said Burnes. “She has ensured that PPLM is well-poised to continue its successful record of providing high-quality, affordable health care in Massachusetts and fighting for women to get the reproductive services they need.”
