It's very unlikely that ejaculate (which contains sperm) could get through several layers of clothing. Pregnancy can happen when ejaculate or pre-ejaculate gets in the vagina or on the vulva.
"Dry sex" usually refers to body rubbing between two partners who keep their clothes on. It's considered a safer sex activity because no body fluids are exchanged between partners.
