Personal Responsibility and Education Program

Planned Parenthood of Greater Ohio is a direct grantee of the Ohio Department of Health to provide PREP in Region 4 and a subgrantee to provide PREP in regions 7 and 8.

Funded by The Department of Health and Human Services, Administration on Children, Youth and Families (ACYF) and administered by the Ohio Department of Health, Bureau of Community Health and Patient-Centered Primary Care, School and Adolescent Health Program.

Target Population to be Served:

Planned Parenthood of Greater Ohio will provide health promotion services to direct-care staff working with youth residing in foster care and/or involved with juvenile justice agencies in Region 4, 7, and 8.

Region 4 is composed of thirteen rural Appalachian counties (Adams, Athens, Fayette, Gallia, Highland, Hocking, Jackson, Lawrence, Meigs, Pike, Ross, Scioto, and Vinton), with a population of 120,654 youth under the age of 18 years.1

Region 7 is composed of Lorain, Cuyahoga, Geauga, Lake, and Ashtabula counties. The direct grantee is Cuyahoga County Board of Health. Planned Parenthood of Greater Ohio delivers PREP training in Cuyahoga County, which has the largest population of foster care and adjudicated youth in Region 7.

Region 8 is composed of Summit, Medina, Ashland, Huron, Erie, Sandusky, Seneca, Wyandot, Crawford, Marion, and Richland counties. The direct grantee is Summit County Public Health, and Planned Parenthood of Greater Ohio delivers PREP training in Summit County, which has the largest population of foster care and adjudicated youth in Region 8.

Ohio PREP allows Planned Parenthood of Greater Ohio to provide the following services: education to youth ages 14-19 years of age on both abstinence and contraception for the prevention of teen pregnancy and sexually transmitted infections, including HIV/AIDS, and education on three adulthood preparation subjects to assist youth as they transition out of the foster care and juvenile justice systems into independent living.

We directly provide an evidence-based, comprehensive, sexuality education program to the youth in these systems. The curriculum will also include the following adulthood topics:

  1. healthy relationships, such as positive self esteem and relationship dynamics, friendships, dating, romantic involvement, marriage and family interactions;
  2. financial literacy; and
  3. educational and career success, such as developing skills for employment preparation, job seeking, independent living, financial self sufficiency and work place productivity.

In addition, using a standardized train-the-trainer model, PPGOH works regionally to train direct care staff who works with foster care and incarcerated youth on the evidence-based curriculum.

Region 4 data:

  • In 2010, there were 720 youth in foster care or permanent custody in Region 4.2
  • According to Ohio Department of Youth Services' 2010 data, there were 237 juvenile adjudications and commitments for felony offenses in Region 4.3

Services to be provided in Region 4:

In Region 4, Planned Parenthood of Greater Ohio will provide training on the PREP to 10% of eligible, direct-care staff during the first year of the program. PREP training will be provided to 20% of direct-care staff in years two and three. In years four and five of the grant cycle, PREP training will be provided to 25% of direct-care staff.

Coordination with Local Health Districts:

Planned Parenthood of Greater Ohio will cooperate with local health districts by providing annual reports regarding clients served, including gender, age, race, and poverty status.
